Bioshock Movie Halted Due to Rising Budget

The big screen adaptation of Bioshock, which has been in pre-production with Pirates of the Caribbean director Gore Verbinski at the helm, has been put on hold by Universal due to a rising budget.
A Universal rep has said that the film is still very much alive and in “extended pre-production.” Let’s hope that isn’t a fancy way of saying development hell. The studio is currently looking into things that could lower the cost of the film, such as tax credits and possible shooting locations outside of the United States.
Might I suggest the bottom of the Atlantic Ocean?
